an irresponsible law-breaking few from inflicting harm on a massive scale. >> reporter: that's the balance the president is trying to strike with a series of new proposals to curb gun violence, focusing on gun sales, education, and mental health. he wants congress to ban military-style assault weapons, like the one used in the sandy hook shooting masacre and magazines with more than 10 bullets. he also wants to require criminal and mental health checks for all gun buyers, including people who buy at gun shows or through private sales. many pro gun rights lawmakers are expressing opposition,s special to a ban on assault weapons. >> the president's just making a political move and it's a shame that he's using this situation. >> reporter: while many of the new proposals require acts of congress, some can be enacted with an executive order, including new efforts to stop school bullying and increased mental health services. >> we should do as much as we can as quickly as we can and we

cannot let the enemy be the good. >> reporter: the president is ordering funding for schools that want to hire armed security guards, but the national rifle association wants armed guards in every school, releasing a web ad that suggests the president is a hypocrite for using the secret service to protect his daughters. >> are the president's kids more important than yours? then why is he skeptical about putting armed security in our schools? >> reporter: the president is trying to shake off his critics and do what he says is long overdue. >> if there is even one thing we can do to reduce this violence, if there's even one life that can be saved, then we've got an obligation to try. >> reporter: now, the nra sent out a statement about a half hour ago on the website, saying attacking firearms and ignoring children is not a solution to the crisis we face as a nation. only honest, law-abiding gun owners will be affected and our children will remain vulnerable to the inevitability of more

tragedy. gun sales have skyrocketed nationwide since this discussion began. in fact, a show at the cow palace this weekend had record- breaking attendance. in the newsroom, anne makovec, cbs 5. >> anne, thank you. we have some developing news out of algeria right now, where an al-qaeda-linked militant group is holding dozens hostage and they claim to have seven americans as well. the so-called masked brigade attacked a natural gas facility in amenas, near the algeria border. two people were killed in the attack. secretary of state hillary clinton is talking to algeria's prime minister about the situation. the attack is reportedly revenge for algeria's support of france's operation in northern mali. algeria allowed french jets to use its air space in attacking al-qaeda-linked rebel groups there. >> we condemn in strongest terms the terrorist attack on british petroleum personnel and facilities at the in amenas,

algeria earlier today. >> defense secretary leon panetta is calling the situation serious. several other countries have announced that they have citizens involved as well. terrifying moments in london today. a helicopter crashed in the heart of the city during the morning rush hour. two people were killed and several more injured. cbs reporter rita nissan has the latest from london. >> reporter: a line of flames burned on a london street after a helicopter crashed into a crane during the morning rush hour. >> helicopter just come down. >> reporter: a commuter captured the chaos on his cell phone. >> bring the police! >> reporter: the chopper burst into flames, spun out of control, then dropped onto a crowded road. >> people started screaming. >> just crashed down. >> reporter: it happened at one of europe's tallest apartment buildings, which is still under construction. >> i see the helicopter come over, hit the top of the cranes and the helicopter come crashing down. >> reporter: police say the pilot and a person on the ground were killed. >> something of a miracle that this was not many, many times

worse, given the time of day this happened. >> reporter: british police shut down roads around the crash site, as officers investigate exactly what brought the chopper down in the heart of the city. authorities at london's heliport say the pilot asked to divert and land nearby because of bad weather. police say it was an accident and there is no link to terrorism. >> it's like something out of a movie. everyone was in shock, running around. madness. >> reporter: witnesses say part of the crane crashed to the ground, cutting two cars in half. the rest is still hanging. >> the crane is obviously in a precarious position, having had a helicopter hit it. we've got crews up there at the moment assessing the damage. >> reporter: crews are now trying to figure out how to take apart the crane safely, in an area packed with people. in london, rita nissan, cbs 5. police say the 50-year-old pilot who died in the crash had a famous flying career. peter barns flew in films.

an in mate escaped from the byron's boys ranch. a 17-year-old walked away from the facility last night. helicopter and kay noon units were used in the search. he was last seen wearing an orange jumpsuit and blue sweatshirt. police are looking for a suspect who tried to take a daughter out of her own arms. it happened on the 200 block of dale court in east san jose. according to the mother, a man came up to her, said something, then grabbed the little girl's legs, then tried to pull her away. mom struggled, hanging on to her daughter. eventually, the suspect ran off. he's described as a man in his twenties, wearing a red baseball cap. the mom said he smelled like automotive oil. he left behind a wife and child. the city of san jose's first homicide victim has a family and they want answers.

alisa harrington has their plea to the public. >> we don't want to wake up every morning asking the same question why and who. >> reporter: why 34-year-old yvonne segura was killed and who did it? the husband and father from san jose who worked as a barber was found shot to death outside of a house on tripoli avenue last sunday, january 6th. his death marked the city's first homicide of the year. >> we need a big break in this case. our homicide detectives have been working around the clock. but it's frustrating for them, when they have limited information. >> reporter: today, segura's loved ones, including his wife of seven years, made an emotional appeal to the public, asking for help. >> i have a daughter, 5-year- old, and she is, she is asking for him and i don't have answers. >> reporter: police say they have no suspect description and are only working with evidence left behind at the scene, which they won't discuss. they are confident somebody out there knows why segura was killed and hope if that person

sees this, will do the right thing and give some closure to the family left shattered by this act of violence. >> somebody coming forward from the community is that piece of the puzzle that we need to get going. >> from my heart, from my sister's heart, from my little niece, that we want to have an answer. >> reporter: last year, there were 46 homicides in the city of san jose, the most they have seen in 20 years. crime stoppers is offering a reward for information up to $1000. in san jose, elissa harrington, cbs 5. tv's single dad who opened up his home to two african american brothers has died. conrad bain died in his livermore home on monday. he played the dapper straight man who played the father to todd bridges. bain was 89 years old. next.. the .

woman became an incredible rescue in oregon this morning, after a woman became sandwiched between two concrete walls. >> she was stuck there for four hours, while firefighters tried to expand the 10-inch space between those two walls and use heavy equipment to cut a hole

and get her out. >> we used basically soapy water to kind of lube up the sides of the walls. then between us and her, she was getting out. >> well, the question still remains, how did she get there in the first place? firefighters say they don't know, but according to some reports, witnesses say she could have possibly been up on the roof smoking a cigarette when she fell between those two buildings. she's going to be fine. but if you're claustrophobic, yikes! >> has to be a nightmare. good thing she's all right. tokyo-bound passengers scrambling down in san jose today. >> after nonstop flights have been canceled between the south bay and japan. randall pinkston with the problems plaguing the new boeing air crafts. >> reporter: passengers rushed off a boeing 787 dreamliner after it made an emergency landing in western japan. they had to evacuate using inflatable slides. one passenger was injured.

45 minutes into the flight, the crew detected a burning smell and their instruments showed a battery problem. after the landing, crews inspected the plane and found burn marks on the plane's main battery. japan's two biggest airlines temporarily grounded their dreamliner fleet for safety checks, after wednesday's incident. ana officials apologized at a news conference. it's the latest in a string of problems for boeing's new aircraft. just this month, fuel leaks and a cracked window grounded some 787 flights. and another battery problem sparked a fire on an empty plane in boston. united airlines is the only u.s. carrier flying the dreamliner. the federal aviation administration has not grounded the plane in the states, but is in the middle of an investigation, looking into the 787's recent problems. john moss, a corporate pilot, says he isn't sure he would fly the 787 right now. >> at this point, maybe i would refrain until they work some matters out. >> reporter: the faa says it's looking at the plane's

technology, design, and how it's manufactured. >> the key is to be able to understand what's going on with these aircraft, get them fixed, and make sure that if it's a design issue, make the appropriate change. >> reporter: the national transportation safety board is sending a team to japan to help with the investigation. randall pinkston, cbs news, newark. the feds are looking at cracking down on distracted flying by america's airline pilots. a new faa proposal is aimed at keeping pilots from using personal electronics at any time during a flight. currently, they only have to put down their devices during take-off and landing. the proposal comes after a number of incidents involving distracted pilots, including one in 2009, when a distracted northwest airlines crew overshot their destination by 150 miles. well, if you're not afraid to fly, some fare comparison website's out there, kayak making it easier to know if you're getting the best deal on

your airfare. kayak will now give you advice whether you should book a flight. the website will use algorithms and price history models to tell you if the price is expected to go up or down, although it says it can't guarantee its predictions. >> but it would help. >> a little guidance. >> yeah. surfing fans are dreaming of big waves this weekend. that may set the stage for the mavericks big wave surf contest on sunday. the contest has an 80% chance of going live. maverick organizers are given the green light in the big contest, competitors have 24 hours to show up outside of half moon bay and get to work. >> better hurry up, lawrence! >> it is awesome to watch, too. huge waves coming in, but they got to wait for the storms to generate it. they open up the competition, then call guys from around the world and say you got 24 hours to get here to do surfing. >> do you surf? >> i surf, but not the 24-foot monsters! i do the little 3 to 4-foot waves, that's about it! cold temperatures around the bay area early on this

morning. freezing again, back down into the 20s and the 30s. high pressure really now strengthening overhead and really this ridge setting itself off not across california, but the entire west coast. beautiful sunshine out over the bay. temperatures, still a little cool in spots, but not bad. 51 degrees in concord. 51 in san jose. 47 degrees in san francisco. a little bit warmer at this time of day than just yesterday. so as we sail into the afternoon, we've got warmer temperatures on the way. we could even see a couple of 60s showing up outside tonight. we'll be clear again, no fog to speak of. and still a little bit on the chilly side, but not as cold. mostly sunny and dry days ahead and a little bit warmer. check out this ridge. just a dominant ridge of high pressure right now, sending any chance of storms well to the north of the bay area, all the way up into canada. we'll keep things dry for at least the next five to seven days. around the state, 50s in the central valley and lots of sunshine. almost 60 into the monterey

bay. 45 degrees in lake tahoe. future cast showing skies staying mostly clear, occasional passing high cloud. that's about it for today. otherwise, tonight, again, mostly clear night. a little chilly tomorrow morning, but not as cold as it's been. temperatures around the bay area today, 61 in san jose, 61 at redwood city, 68 in hayward. east bay temperatures, well into the 50s this afternoon under mostly sunny skies. a little bit on the hazy side. by the way, the bay area air quality management has issued a spare the air for today. 50s and some 60s as you make your way into the north bay. and overnight tonight, yeah, still cold in spots. well inland, 29 degrees, the cold spot in fairfield. otherwise, 35 degrees in napa. about 33 degrees in santa rosa. 45 for an overnight low in san francisco. next couple of days, here we go. we've got sunshine coming our way. high pressure building in and strengthening. maybe mid-60s, maybe surfing weather if you want to check it out. michelle, ever done that? >> i have never served! >> never! >> mavericks is a good place to start out!
